In FireRed, and LeafGreen you can get the 3 dogs depending on your starter pokemon. Here are the steps:
1: Beat the Elite Four
2: Randomly in the wild, you can get 1 of the 3 dogs by your starter pokemon.


Unlockable How to Unlock
Entei in the wild Your starter must of been Bulbasaur.
Raikou in the wild Your starter must of been Squirtle.
Suicune in the wild Your starter must have been Charmander

also how people say beat the elite 4 12 times and go around the certain area and you will find mew its bogus

Well, the dogs don't come up easily. It took my brother 3 hours, nonstop until he found it, but it got away.
