How do u create your own weapons in oblivion.

collect amber or madness ore and bring it to the smiths in new sheoth

you must become the prince of madness

After you played one day in game time you will see a map marker that says,"A Strange Door". It should be in Niben Bay go to the door and enter it and then you are in Shivering Isles.
