If youve got the Japanese import version of Pokemon Stadium (1), you can also unlock Surfing Pikachu for your Game Boy games. Without using Rental Pokemon, beat the Level 1-30 or the Level 50-55 Masterball Cup in the Stadium mode. Pikachu has to be part of the three-Pokemon battle team at all times. Once you beat one of these two cups, your Pikachu learns Surf.
Note that while Surfing Pikachu can be found in the US Pokemon Stadium, it is NOT in the Japanese version of Pokemon Stadium 2.
