Start a new game and select "Standard Game". Make your profession be a "Police Enforcer". Your game type needs to be "Undead (save games retained)" and your name "Bob". Your training has to be "Maintenance". Once you start, fly to sector 16,16 and capture someone. Sell him at the "Independent Trading Post" and he will give you $1,000,000.
